CMS / EKMS Analyst - SpecialistCommunications Security (COMSEC) Material System (CMS) / Electronic Key Management System (EKMS) Analyst/Specialist : Guam, USA

CMS Account Management Analyst demonstrates background and knowledge appropriate to support the day-to-day operation of MSCs CMS account management and execution programs.

The CMS Account Management Analyst shall have detailed knowledge of and experience in the administration, deployment, and operation of COMSEC devices and the supporting keymat distribution sufficient to provide the following support:

EKMS Tier 2 Operations Support:

EKMS operation support including assistance to and oversight of Local Elements (Tier 3 accounts) to include receipt, distribution and ordering of COMSEC keying material and equipment.

Provide on-site Liaison support, as needed, for the MSC EKMS Tier 2, to all visiting MSC EKMS LE ships in the Guam/Saipan region.

Ensuring all guidelines and directives are met for the proper handling, distribution, packing, shipping and tracking of COMSEC material.

EKMS Tier 3 Shore Operations:

Assisting with the Local Element (LE) management of all CMS equipment and keying material assigned to the MSFSC SUU Guam shore side LE to include inventory, transfer, receipt and destruction. Serve as an Alternate EKMS Manager.

Conduct or participate in site visits to MSC Local Elements (LE) for the installation, training, and testing of supported COMSEC equipment.

Equipment operation, keymat loading, troubleshooting, and operational instruction for COMSEC hardware (e.g. STEs, AN/CYZ-10s, KG-175s, KG-84s, and IRIDIUM)

Maintenance of all current and applicable CMS Publications and Guidance.

Ship Operations Support:

Conducting or participating in COMSEC equipment installations during site visits and instructs personnel on proper maintenance and operation.

Conducting or participating in Communications Systems Grooms or testing as required.

Provide on-call assistance for COMSEC issues.

Assist ships with training for development and execution of ship-specific Emergency Action Plans (EAP), as well as the maintenance and administration of all CMS/EKMS publications and guidance.

CMS Training:

Assist with providing both local and outlying Local Elements all-inclusive COMSEC training.

Conduct or participate in site visits as required based on platforms needs.

On-site training is also conducted as needed for:

STEs, KOV-14, KSV-21, basic operation, including re-key procedures

KG-175 operation

AN/CYZ-10 operations

Iridium phone usage and secure module key loading operation

DIAS local element accounting software

CMS Destruction

COMSEC Management Workstation (CMWS)

Various radio equipment with embedded CRYPTO

CMS/EKMS Inspections/Audits:

Maintain or assist with maintaining current NSA and NCMS COMSEC guidance and instructions and disseminate same to all local elements.

Conduct or assist with conducting CMS/EKMS Audits, Advice and Assist visits.

Provide training in all areas of local element management to include administration, material handling, security procedures, inventories, transfers, receipts, and destruction.

Develop and submit, as needed, recommendations for changes to procedures to ensure MSC Commands comply with current NSA and NCMS guidelines.

Establish and maintain CMS Inspector qualifications.

Assist with coordination of and participate as assigned in all COMSEC related inspections, and ensure all Local Elements are current with inspection timelines.

Assist with development of and submission of findings to the EKMS Manager and COMSC Staff CMS Responsibility Officer (SCMSRO). .

CMS Policy/Procedure Drafting:

Assist with development and promulgation of all MSC CMS handling and maintenance procedures for all local elements under the purview of MSC.

Assist with analysis of future needs and development of proposed operational procedures for both the EKMS classroom-training environment and for local elements.

Daily Responsibilities Continued Serves as a CMS-EKMS Analyst/specialist providing support to Military Sealift Fleet Support Commands Ship Support Unit Guam in the operation, administration and management of its EKMS Tier 3 Local Element (LE) account and the proper operation and maintenance of associated equipment.

Provides support consistent with responsibilities and Knowledge, Skills and Abilities (KSAs) as outlined in thePosition Description. Performs other administrative and support duties as assigned.

Duties are performed at Military Sealift Fleet Support Command Ship Support Unit Guam, USA , on board MSC ships, or other government locations as required.

Some functions will require visits to and performance of duty onboard ship.

May be tasked to travel, up to about 30% including to overseas locations, to provide support onboard ships including training of individuals or small groups of shipboard personnel.

- Prepares reports, briefings, or other media to support the tasks.

- Performs CMS/EKMS Inspections andAudits on MSC Tier 3 Local Elements in accordance NCMS and MSC guidance.

- Maintains detailed reports and records of work performed including inspections and audits of Local Element EKMS accounts.

- When assigned, participates in the review, rewrite, and development of instructions and standard operating procedures.

- Is able to stand for approximately 7 hours a day while performing duties.

- May occasionally be required to lift and move computer equipment and boxes of equipment weighing up to 75 pounds.

Required: Years of experience (min) 6-9 Required: Degree Bachelors Required: Skills Significant EKMS/CMS experience including but not limited to:

Experience with DoD Classified Management System (CMS) activities

Understanding of DoD Security Policyies and rules concerning the safeguarding of classified material/information

Significant understanding of the Electronic Key Management System (EKMS) in use, management and auditing Requisition Number 26046BR Desired: Skills Must have significant and recent CMS / EKMS account and local element operation, maintenance and management in a supervisory role. Must have detailed knowledge of US Navy DoD CMS-EKMS instructions and directives and be able to properly interpret and apply same in performance of daily duties.

Must have computer knowledge especially proficiency with MS Windows and MS Office suite, particularly MS Word and Excel with some Power Point familiarity.

Experience with US Navy or MSC Communications networks and systems associated with CMS / EKMS systems and programs is necessary.

Experience with Navy IT-21, ISNS, ADNS and Compose loads is a plus.

Must be capable of imparting personal knowledge and experience to diverse groups of MSC personnel whose IT and CMS / EKMS knowledge base and skills vary from sophisticated to relatively inexperienced.

Must be capable of working closely and amicably in a group setting.

Must be capable of clear and understandable oral communications as well as being capable of producing high quality written reports, documents, presentations and white papers.

Must be capable ofproducing error-free documentation and audit inspection reports for submission into US Government CMS reporting system.

Experience as a trainer-instructor in CMS EKMS subject area at USN-DoD technical school and formal instruction (Afloat Training Group Fleet Training Group ATG/FTG) level.
